About the seminar

As Awaab’s Law approaches implementation across Scotland, housing providers, councils, landlords and compliance teams are facing increasing pressure to review how mould issues are identified, managed and resolved.

Dunbartonshire Chamber of Commerce, in partnership with Steri Systems, invite you to the first Mould Awareness & Action Seminar.

This event has been created to bring together local government, housing professionals, sector experts, suppliers, legal voices and policymakers to explore what readiness looks like in practice.

Scotland's mould crisis

From 6th October 2026, the Investigation and Commencement of Repair (Scotland) Regulations 2026 will require social and private landlords to investigate reports of mould within 10 working days and begin repairs within set timescales.

Awaab Ishak died from mould exposure in an English housing association flat. In October, Scotland gets its own version of the law bearing his name - and the clock is ticking.

Professor Paddy Gray, OBE

Professor Paddy Gray OBE is one of the UK's most respected housing experts, with a distinguished career spanning academia, policy, governance and housing leadership. With more than 400 publications on housing-related issues and extensive board-level experience across major housing organisations throughout the UK and Ireland, including the Wheatley Group and Tuath Housing, Paddy brings unparalleled insight into housing policy, regulation and sector best practice. A former National President of the Chartered Institute of Housing and recipient of an OBE for services to the community, he will provide strategic perspective on the future of housing standards, the implications of Awaab's Law, and the wider challenges and opportunities facing housing providers across Scotland.

David McKie

David McKie is Senior Partner at Levy & McRae, one of Scotland's leading litigation firms, with more than 30 years' experience in dispute resolution, litigation, health and safety law, reputation management and risk mitigation. Drawing on his extensive experience advising organisations through complex legal and regulatory challenges, David will provide practical insight into the legal implications of Awaab's Law, helping housing providers understand potential liabilities, reduce organisational risk, and navigate the evolving legal and public accountability landscape surrounding the legislation.

Ray Gribben

Ray Gribben is a Legal Director at Levy & McRae with more than 35 years' experience in civil litigation, regulatory compliance, and health and safety law. As a qualified Solicitor Advocate who has appeared before Scotland's highest civil courts, Ray has advised and represented a diverse range of clients, including local authorities, insurers, major corporations and public sector organisations. His extensive experience provides a valuable perspective on the legal, regulatory and compliance challenges associated with Awaab's Law, helping housing providers understand potential risks, anticipate areas of scrutiny, and develop a strategic approach to compliance and governance.

Mel Robson

Mel Robson is Director and Co-Founder of Steri-Systems Limited, with a career spanning 30+ years across healthcare, medical devices, decontamination, and infection control. He specialises in helping local authorities, social housing landlords and their contractors neutralise the risk to health from moulds.

Dr Chunli Cao

Dr Chunli Cao is Co-founder and CEO of Healthy Air Technology Ltd (HATL), a Chartered Engineer and Fellow of CIBSE and IMechE. With a PhD in fluid dynamics, she has over 25 years’ experience in indoor air quality, CFD, energy performance, BREEAM and building retrofit. 

Seminar Format - What this seminar delivers

Pillar One:

Exposure and Accountability

We open with the question every senior leader in the room needs to answer honestly: where is your organisation most exposed? Specialist litigation solicitors will set out the legal realities of Awaab's Law
compliance not as abstract legislation, but as lived consequence.

What happens when timescales are missed. What happens when documentation fails. What the regulator looks for, and what it finds. This is the session that reframes the
rest of the day.

Pillar Two:

The Science, the Evidence, and the Technology

The seminar goes deeper than any awareness event in this space has gone before. Speakers will address the science of air quality and what it tells us about mould as a health system problem; the clinical realities of investigation and neutralisation – what works, what doesn't, and why the difference matters; best practice approaches to investigation within the required timescales; and the role of technology in building an evidence base that is audit-ready and defensible.

Case studies drawn from years of evidenced best practice will ground every session in operational reality

The Panel Discussion

The day closes with a panel of leading voices across housing, law, science, and industry including Paul Gray, Professor of Housing, addressing the questions the room
actually needs answered.

This is not a staged Q&A. It is a working conversation for the people accountable for getting this right.
